Publishing Policies

Public Governance and Constitutional Order Review applies editorial and publication policies designed to protect academic quality, research integrity, editorial independence, and the fairness of the publication process.

All submissions undergo an initial editorial screening to determine whether they:

  • fall within the journal’s aims and scope;
  • meet minimum academic and methodological standards;
  • comply with the journal’s formatting and submission requirements;
  • demonstrate sufficient originality and scholarly relevance.

  • Manuscripts that successfully pass the initial screening are evaluated through a double-blind peer-review process, in which the identities of authors and reviewers remain confidential.

    Editorial decisions are based on criteria including:

    • originality and scholarly contribution;
    • relevance of the research question;
    • theoretical and conceptual clarity;
    • methodological rigor;
    • quality of legal, institutional, empirical, or comparative analysis;
    • accuracy of sources and references;
    • strength and coherence of the argument;
    • relevance to public governance or constitutional order;
    • compliance with publication ethics.

    The journal maintains complete editorial independence. Financial, political, institutional, personal, ideological, or professional considerations do not influence decisions regarding acceptance or rejection.

    Editors may request minor or major revisions before a final decision is made.

    The journal may publish corrections, expressions of concern, or retractions whenever significant errors or breaches of publication ethics are identified after publication.
